cost center not required during expense posting

Hi,

I have a problem in comparing some Profit Loss Accounts with the Controlling Report S_ALR_87012993.

Some account can be posted without cdc. For example some accounts for FX Unrealized differences:

have they cost elements with a default cdc to be used, but really I'm not able to find the way to set thess accounts with"cdc posting only".

I need to start to assign the budget to each cdc, but if some account can be posted without problems, I will be in troubles.

Another strange thing is that even some JEs are posted with Cdc, entry is not captured by CO report. It does make anysense??

The account involved are around 22. Can you guide me in finding solution?
