missing ReportApplicationServer

Using Crystal Server 2016 and after failing to add a report to an Enterprise folder I realized (after searching these community posts) that I have no ReportApplicationServer listed in the CMC. Just the AdaptiveJobServer, ProcessingServer and the CacheServer.

I've restarted the SIA and even the VM that CS is installed on multiple times - but the RAS never appears.

Does this mean I have to reinstall Crystal Server?
