Dynamic Safety stock with adjustment PIR in future

Hello PP Colleagues !

Can you help me please with the next situation.

My client has demand requirements created in MD61 , with requirement type VSF. and It has a coverage profile with target stock : 11 days.

We need that PIR's don't create planned order, but it is necesary that the MRP create a planned order to replenished up to target stock .

In customizing  Production>Material Requirement Planning>Master Data>Independent Requirement Parameters>Define Consumption Mode and Period of Adjustment we has the next values :

With this parameter , PIRs don't create planned orders (it is ok in my scenary) but a planned order to replenished up to target stock is not created either (we need that it work).

Can you explain to me if is possible to do that and how to do it  ?
